Because disasters start locally, the Marshall County Emergency Management Agency (MCEMA) has a vital role in preparation for, response to, and recovery from disasters both man-made and natural. In order to support the vital roles of preparedness, response, recovery and mitigation the Marshall County EMA develops, maintains and supports the utilization of a series of all hazard emergency plans, along with planning guidance, which can support emergency response at the local level.
